Lord God,
You are the Merciful Judge,
the God who makes room for the guilty to run and live.
When You commanded Israel to set apart cities of refuge,
You revealed the heart of heaven
justice wrapped in mercy,
law balanced by grace.
For You knew the weakness of man,
how blood cries out for vengeance,
and how quickly wrath replaces wisdom.
So You made a way of escape,
a sanctuary of safety,
where guilt could meet grace
until judgment was made.

You are the God who provides refuge for the guilty.
The roads to those cities were kept clear,
the gates never closed.
Day or night, the manslayer could run,
breathless and afraid,
and find protection within Your appointed place.
What a portrait of Your heart
a God who prepares mercy
before the sin is ever committed.
You build refuge before we ever run.

I confess, Lord,
that I have needed that refuge more times than I can count.
I have wounded with words,
failed in faith,
and fallen short of Your glory.
I have stood guilty,
deserving judgment,
yet You opened a gate of grace.
Forgive me for forgetting the cost of such mercy
for treating Your refuge as routine.
Teach me again the wonder of grace
that the Innocent died for the guilty,
that the city of safety is now found in Christ alone.

You are the Refuge that never fails.
The manslayer found sanctuary in stone walls,
but I find mine in the wounded side of the Savior.
Your cross became the greater city
the refuge for rebels,
the shelter for sinners.
And there, no avenger can touch me.
Justice has been satisfied;
mercy has been magnified.

Lord, make me a reflection of that refuge.
Let my life, my home, my words
be safe places for the broken and burdened.
Let the weary find rest through the gospel I carry.
Let my heart never close its gates
to those who are running from ruin.
For I once ran, and You received me.

You are the God who provides refuge for the guilty.
You turn law into life,
and wrath into welcome.
You teach us that mercy does not erase truth
it fulfills it.
You remind us that holiness and compassion
are never at war in Your heart;
they meet in perfect harmony at the cross.

So today, Lord,
I rest in the refuge of Your grace.
No condemnation, no fear, no pursuit
just peace within Your presence.
And when my past accuses,
I will point to the place where my Savior reigns,
and say, “There. That is my city. That is my safety.”

You are the God of refuge
strong enough for justice,
tender enough for sinners,
faithful enough to save forever.
